The article emphasises that decision making is becoming an increasingly complex process. This is influenced by a number of factors, in particular by the dynamics of change and the strong influence of the environment. These factors, along with the internationalisation of a number of phenomena, affect the functioning of logistics companies. In order to make correct and effective decisions, information is essential. This information is not always certain (reliable). Uncertainty and risk accompany managers in the logistics industry. In many cases, the complexity of circumstances makes it difficult to ensure that decisions are appropriate to the situation and that they provide a realistic basis for achieving the desired objectives. Interdisciplinary knowledge and a high level of competence of decision-makers in complex decision-making problems are indispensable. Such requirements arise from contemporary conditions. This, in turn, argues for an increase in the competence of the TSL industry personnel.

2. "The Role and Areas of Shaping Motivation in Leadership"

The power of motivation is intrinsically linked to the action, the teaching-learning process. It concerns both the external as well as the internal sphere. It depends on the strategies adopted by the leader, but also on many other factors affecting the subordinate, which are indirectly influenced by the attitude of the leader. The motivation to act and develop is reflected in the way the subordinate sees the objectives set by the commander, as well as the tasks and the feelings experienced in relation to these tasks, which is reflected in the quality of the performance of the tasks assigned. The internal psychological forces by which we do what we do (motives) constitute certain subjective dispositions that drive people to behave in a certain way and are influenced by both internal and external factors, mainly shaped by the leader. Motivation refers to all the processes involved in experiencing a need or desire and in reducing the intensity of the need experienced, and thus occupies a very important place in the formation of effective leadership.

The article is divided into two parts. Part I focuses on two chapters: SPECIFICS OF SEAPORTS AS ECONOMIC ENTITIES and THE ATTRACTIVENESS OF SEAPORTS COMPARED TO OTHER MEANS OF TRANSPORTATION.
SPECIFICS OF SEAPORTS AS ECONOMIC ENTITIES: This chapter explores the unique characteristics of seaports as vital economic entities, tracing their evolution from communication nodes to modern logistics centres. It also discusses emerging trends in future port development, emphasizing autonomy and advanced technologies driven by information technologies and logistics 4.0 principles.
THE ATTRACTIVENESS OF SEAPORTS COMPARED TO OTHER MEANS OF TRANSPORTATION: This chapter scrutinizes the allure of seaports vis-à-vis alternative transportation modes. It assesses a plethora of factors – economic, social, political, and technological – that shape the competitiveness and innovativeness of seaports. Furthermore, it delves into the pivotal role of seaports in global supply chains and their consequential impact on socio-economic landscapes.
In the latter part (Part 2) of the article, our focus will shift towards analysing two chapters: “SELECTED MEANS OF MARITIME TRANSPORT” and “PROSPECTS FOR THE DEVELOPMENT OF POLISH PORTS IN THE NEXT 30 YEARS.”
SELECTED MEANS OF MARITIME TRANSPORT: This section focuses on crude oil and LNG (Liquefied Natural Gas), highlighting their characteristics, advantages, and challenges. It examines their transportation, storage, and usage in the global maritime economy, alongside their development prospects considering new technologies, environmental regulations, and energy sector trends.
PROSPECTS FOR POLISH PORTS IN THE NEXT 30 YEARS: This section explores the future of Polish ports, focusing on key hubs such as Gdansk, Gdynia, Szczecin, and Świnoujście. Gdansk connects Scandinavia with South-eastern Europe, while Gdynia handles various types of cargo. Szczecin and Świnoujście serve as maritime gateways connecting Scandinavia with Central and Southern Europe. The analysis concludes with a review of the strategic development plan for the Port of Gdynia (2014-2027), aiming to enhance its market position through infrastructural development and environmental sustainability.

It focuses on presenting issues related to technical requirements for the track bed, requirements for track reinforcing layers, making strength calculations for the track structure, designing the thickness of the reinforcing layer and deciding on the right system. The article concludes with information on an innovative ground reinforcement material: the TriAxial geo-grids.

5. "Logistics in Humanitarian Supply Chains"

Logistics in humanitarian supply chains plays a key role in effective responding to humanitarian crises such as natural disasters, armed conflicts or epidemics. It is a process that involves planning, organising, managing and executing the activities necessary for a fast delivery of essential goods and services to those in need. The main objective is to minimise the response time and maximise efficiency in the delivery of aid, which includes ensuring the availability of resources such as food, water, medicine and shelter. Effective humanitarian logistics requires excellent planning and coordination between multiple agencies, stock management and the selection of appropriate modes of transport. It is also important to use technology, such as geographic information systems (GIS) and drones, to improve the efficiency and speed of response. Humanitarian logistics must also consider the proper balance of the immediate needs of victims with the long-term development goals of the affected regions. This requires flexibility and the ability to adapt to changing conditions, to manage risk, and to continuously assess and respond to current and future needs. Collaboration between humanitarian organisations, governments, the private sector and local communities is key to the effectiveness of these efforts.

6. "Elaboration of Simulation Complex for Realization of Adaptive Neural Flight Control System to be used on Commercial Aircraft in Compliance with EASA-FAA Standards"

In this paper, the typical scheme of the adaptive neuron technology of automatic control systems (ACS) of aircraft, which is adhered to by all the main developers of control systems, is considered. The theoretical justification of the current tendencies of reducing the volume of flight tests by increasing the volume of mathematical modelling and bench testing has been given.

7. "Radio Altimeter with J-correlation Signal Processing"

A new approach to the construction of a radio altimeter based on J-correlation processing is proposed. Its operation is based on the transformation of the modulation index of the probing signal into a functionally dependent on the space-time delay. The structural scheme of the device is given, and the signal processing of the device is analyzed. The characteristic of the altitude meter is obtained. For the radio altitude meter of low altitudes (1500 m) the FM signal modulated by a single-tone harmonic oscillation with the following parameters is used: modulating frequency 70 kHz; width of the signal spectrum not more than 1 MHz, measurement accuracy not worse than 0.15 meters.

8. "Experimental Studies of a Soil Wedge of the Physical Model of a Retaining Wall Made with Reinforced Soil"

The subject of this article concerns the problem of estimating the area of a breakaway wedge in a massif with a vertical retaining wall of reinforced soil, in which a boundary active thrust condition has been induced. The auxiliary parameter sought is the slip line, which cuts off from the plane of the retaining wall the sought soil wedge. The presented research method makes it possible to estimate the reduction of the area of the wedge of detachment in a reinforced massif, in comparison to an identical structure without reinforcement. The task is solved using physical high-dimensional models loaded vertically in a static manner. The object of the study is to measure the horizontal displacements of the massif models and the relative deformations of the reinforcement inserts. The following have been presented: the research site, the measurement technique and the method of estimating the location of the slip surface.

9. "Analysis of the Management of Drug Supplies in the Central Purchasing Center in Congo – Brazzaville: the Case of CAMEPS"

The purpose of this article is to analyse the management of drug supplies in the Central Purchasing of Essential Medicines and Health Products of the Republic of Congo (CAMEPS). To do this, the study relied on four main methods: guided qualitative inquiry, the 5P method, the problem tree method and the weighted voting method. The data was compared to regional drug supply guidelines in Central Africa. The analysis revealed several factors contributing to the ineffective management of essential medicine supplies at CAMEPS, including the lack of accurate data, clear procedures, adequate funding and effective supervision. These results thus highlight systemic gaps requiring interventions to improve the management of drug supplies.
